A Living Compass for
Sabah's Future
Sabah is rich — in people, in nature, in culture. But the measures used to track progress rarely reflect this. Gross Domestic Product (GDP) tells us about economic output. It says little about whether families feel secure, whether languages are being passed on, whether communities trust each other, or whether the land is cared for.
The Sabah Holistic Progress Metric (SHPM) is an attempt to change that. It is a community-generated compass: a way of asking Sabahans what progress actually means to them, and making those answers visible and usable, alongside standard measures of growth.
How Did it Come to Be?
SHPM grew out of listening. Over several years, Forever Sabah worked alongside communities, civil society groups, researchers, and people across the state to explore the question: what does a good life in Sabah look like?
The themes that emerged — wellbeing, community, nature, and culture — were not decided by experts or imported from elsewhere. They came from Sabahans. The metric continues to be shaped through ongoing pilots, conversations, and feedback.
Who is Behind it?
Forever Sabah is a Sabah-based non-profit working toward a future where Sabah's development is guided by its own people and values. We work as a movement with a commitment to building something that genuinely belongs to this place.
We envision SHPM to become a shared civic infrastructure — something communities, planners, and decision-makers can all use and hold accountable together.
